ANNOUNCEMENT

CONSULTANCY ADVERTISEMENT: SHORT-TERM CONSULTANT TO CONDUCT GENDER EQUALITY AND SOCIAL INCLUSION (GESI) ANALYSIS OF CIVIL SOCIETY AND MEDIA SECTORS IN MONGOLIA

OPPORTUNITY: With generous financial support from USAID, The Asia Foundation Mongolia is implementing a five-year Media and Civil Society Strengthening in Mongolia (MACSS) Project starting in 2023 until 2028. The project aims to contribute to the wider objective of strengthening democratic governance by supporting and bolstering social accountability mechanisms and improving public access to information in Mongolia.

The Asia Foundation is committed to advancing gender equality and women and girls’ empowerment through its programming, stakeholder engagement, and institutional policies. Working towards improving outcomes for women and girls is a priority for the Foundation. 

PURPOSE OF THE ASSIGNMENT: The Asia Foundation’s MACSS project team is working with a Research Firm to conduct Rapid Assessments capturing the perceptions of the challenges and opportunities facing CSO and Media organizations, and overall sentiment about the health of these sectors in Mongolia. The findings of the Rapid Assessments will to aid in the future planning and designing of the MACSS project activities and capacity development framework. The purpose of this assignment for the GESI consultant is to conduct GESI analysis, assisting the MACSS project team to finalize the Rapid Assessment methodology through GESI lenses and validate the findings of the Rapid Assessments of the two sectors from GESI perspective. The GESI analysis of the Rapid assessments of the two sectors should be carried out based on the Asia Foundation’s Gender Analysis Framework and the US Bureau of Democracy, Human Rights, and Labor (DRL) Gender Analysis Guiding Questions, incorporating the six GESI domains.

The GESI Consultant shall work in close collaboration with the MACSS project team, the Asia Foundation’s Gender expert and the Research Firm, and is expected to deliver the following outputs:

  1. A complete and comprehensive GESI analysis report on the CSO and Media sectors of Mongolia, based on the data collected and analyzed by the Research Firm conducting the Rapid Aassessments;
  2. Provide substantial input to the Research Firm regarding methodology development, analysis, and improvement of the Rapid Assessment reports through GESI lens;
  3. Advise the MACSS project team on finalizing the project Gender Action Plan.;

REQUIREMENTS:

  • At least 5 years of experience conducting GESI analysis and/or evaluation, and socio-economic surveys with expertise in gender/social inclusion related work;  
  • Previous experience and good comprehension of the local context of Mongolian Civil society and Media sectors outside of Ulaanbaatar city;  
  • Relevant GESI-related work experience in governance, media, civil society strengthening, gender-based violence, and gender equality projects and programs in Mongolia.
