ANNOUNCEMENT

CALL FOR PROPOSAL

DEVELOPMENT AND MAINTENANCE OF A WEB-BASED LEARNING MANAGEMENT SYSTEM (LMS) AND MOBILE APPLICATION FOR THE MACSS PROJECT

OPPORTUNITY: With generous financial support from the United States Agency for International Development (USAID), The Asia Foundation (the Foundation) is implementing the five-year Media and Civil Society Strengthening (MACSS) in Mongolia Project from 2023-2028. MACSS aims to support citizen participation, public access to information, and social accountability mechanisms and to empower local actors to ensure Mongolia’s vibrant democracy grows even stronger and more resilient through empowered civic organizations that are supported by professional, unbiased media. The project will implement activities through four key Pathways: 1) strengthening civil society capacity; 2) expanding civic space; 3) enhancing investigative journalism and the media; and 4) combatting disinformation.   

PURPOSE OF THE ASSIGNMENT: The Asia Foundation is seeking a Consultant to carry out the development of a Learning Management System (LMS) for the MACSS Project and provide operational and maintenance services. The Contractor will also be responsible for managing the server of the LMS web-based and mobile application, which will host all online training videos and other content developed under the MACSS Project for a minimum of 4 years beyond the final development of the LMS.

REQUIRED DOCUMENTS AND QUALIFICATION: The Contractor must have the following minimum qualifications:  

1. Proven work experience of at least 5 years in information technology (IT), software development, and related fields;
2. Demonstrate proficiency in using the Agile project management methodology;
3. Showcase experience in successfully implementing similar projects;
4. Be eligible to submit proposals under one or more of the following development types:
   • Perform additional development on the off-the-shelf training system as required;
   • Execute development as necessary on the Moodle system;
   • Undertake new system development;
5. Demonstrate practical experience working with international organizations and others;
6. Demonstrate experience in preparing comprehensive documentation and reporting for web and mobile application development.   

Technical and Financial Proposal:   

1. Proposal, including suggested IT solution and methodology and approach to undertaking the assignment, along with a detailed proposed financial budget using The Asia Foundation’s financial budget template, in English;
2. Curriculum vitae of consultancy team and specialist(s);
3. Organization profile and proof of registration in Mongolia and VAT payer certificate (if applicable);
4. A minimum of three references demonstrating experience in undertaking similar assignments; demonstrated experience in Mongolia is an asset.

BRIEFING SESSION AND BID SUBMISSION:  An online briefing session for interested firms will be organized after Tsagaan Sar (Lunar New Year), and invitations will be dispatched by the MACSS project through email.

DEADLINE: Only shortlisted bidders will be contacted. Deadline for the proposal must be submitted by email at info.MACSS.MG@asiafoundation.org in a single PDF file with the financial proposal in a separate Excel file by 5p.m. on February 20, 2024.
