Terms of Reference and Qualification Requirements for the PIU staff for
the Erdenet Climate Resilience project
Orkhon aimag, with the support of the EU and EBRD, is implementing the “Erdenet Climate Resilience” project (50533). The purpose of the Project is to mitigate flood risk, improve flood protection system and water supply in ger area.
Pursuant to the Clause 7.11.8 of the Appendix to the Decree No. 4 issued by Minister of Finance (MOF) in 2021, “Establishing project implementation unit and its structure”, Governor’s Office is now accepting applications for the following positions for the Project Implementation Unit (PIU) of “Erdenet Climate Resilience” project (50533).
The PIU will be supported by Project Implementation Support (PIS) consultants on technical aspects and the project management procedures. PIU will be staffed with (i) Project Coordinator and concurrently Project Engineer; (ii) Financial Management and Procurement Specialist/Office Assistant (iii) Monitoring and Evaluation specialist /responsible for Environmental/Social and H&S/.
- Project Coordinator/Engineer
Functional responsibilities
- Prepare regular (monthly, quarterly and annual) project implementation plans and subsequent performance reports for review and approval by the PSC;
- Coordinate the project activities with other institutions both at national and provincial levels;
- Liaise with all concerned ministries and agencies, EBRD, European Union and other relevant parties and ensure effective and timely project communications, coordination, project meetings and approvals;
- Review and approve regular reports by the PIS consultants and coordinate their activities with other project stakeholders;
- Ensure all financial data, implementation report and other relevant documentation/reports under the Covenants stipulated by the Project, Loan and Grant Agreements are provided in timely manner to the EBRD;
- Coordinate review and approval of the design documents by the Government authorities;
- Act as Secretary to the Bid evaluation committee established by the PSC for evaluation and contract awards for civil work and procurement activities;
- Ensure effective day-to-day supervision of project implementation and consolidate monthly progress reports prepared by contractors, suppliers and consultants;
- Supervise to ensure all actions described in the Environmental and Social Action Plan under the Project Agreement are appropriately adopted and implemented;
- Supervise and manage PIU, consultants (including Project Implementation Support and Capacity Development Programme (CDP), national Detailed Environmental Impact Assessment), contractors, and stakeholder activities to facilitate implementation according to plan, schedule, and budget;
- Liaise with relevant stakeholders and authorities in obtaining licenses, permits of construction, rights of access to land and other compulsory administrative steps as needed by the relevant regulations in force in Mongolia and in agreement with EBRD procedures;
- Assist the PIS, CDP and design consultants in collecting and reviewing all available information and engineering data;
- Review preliminary designs for water supply in the ger areas and flood protection structures in coordination with other provincial agencies;
- To advise, prepare, and support EBRD missions, lead and participate in meetings.
Qualification requirements
- Master’s degree in business administration or financial field
- At least 5 years of general experience in state or public organizations
- At least 5 years of manager or director of any administration department and at least 3 years’ experience of development projects
- Preferably in a relevant ministry, implementing agency, donor organization, public institution, or a Government projects
- Knowledge of guidelines and procedures and experience in EBRD or other international organization’s project administration and procurement is advantage
- The individual will have a proven track record on managing effectively multi-agency and multidisciplinary processes
- Experience of working with state and public organizations, including in construction and urban service sector projects or infrastructure projects
- English language proficiency is strongly preferred
- Computer skills in MS office, and other related programs
- Availability to work in Erdenet city
- Financial Management and Procurement Specialist/Office Assistant
Functional responsibilities
- Collect financial data and documents to be provided under the Covenants stipulated by the Project, Loan and Grant Agreements from relevant stakeholders and authorities and timely provide them to the Bank (including the Orkhon Province’s annual budgets, detailed implementation reports of annual budget, audit opinions, etc.);
- Maintain financial administration and accounting records (including systematic filing of all underlying documentation);
- Liaise with stakeholders and ensure coordination on all Project accounting matters, participate in discussions, workshops, meetings, training activities related to financial management of the Project;
- Assist in the negotiation process of all contracts for consultants, contractors and suppliers on financial matters, if required;
- Liaise with authorities and prepare necessary documentation for addressing all tax issues, related with the Project (including tax exemptions, where relevant);
- Prepare regular (quarterly, semi-annual, annual) and other reports on financial matters stipulated by the Project, Loan and Grant Agreements, in form and substance satisfactory to the Bank, and timely provide them to the Bank (including reports with regard to the use of the Grant and Loan Financing);
- Verify invoices and other payment documents and assist in preparation of disbursement requests and their submission to the Bank;
- Obtain annual external audits and organize the reporting system according to EBRD rules and procedures;
- The Specialist will provide support to the PIU throughout the procurement process and assist the PIU to ensure that all procurement is carried out in full compliance with EBRD Procurement Policies and Rules – see https://www.ebrd.com/work-with-us/procurement/policies-and-rules.html;
- Ensure that all approvals and no-objections required from EBRD are applied for in a timely manner via ECEPP;
- Carry out the administration of the tender process, ensure that appropriate records are kept, documentation is properly stored, recorded and managed, and confidentiality is maintained;
- Assist in preparing draft responses to tenderer’s clarification requests, arrange for approval and issue and record the same;
- Arrange any data rooms, site meetings, information meetings or other pre-tender events, and record same;
- Collect comments from the Evaluation Committee and liaise with PIS consultant that these comments and concerns are adequately addressed;
- Ensure that draft evaluation reports and clarification responses prepared by the PIS consultant are presented and informed to PIU and Evaluation Committee;
- Provide support to the PIU in the supervision of the goods contract(s) and work contract(s), and assist the PIU to administer the signed contract(s) in accordance with the conditions of the contract (s) in coordination with PIS consultant;
- Liaise with relevant stakeholders and authorities to ensure all required necessary local or sector licenses, permits or other approvals, including but not limited to licenses related to Site access, building permits for permanent and temporary works as appropriate are obtained;
- Be responsible for office management including logistics.
Qualification requirements
- A qualified professional accountant (ACCA, CIPFA, CA etc.) and at least a Bachelor’s degree in accounting or related field
- A Master’s degree in Finance/Accounting will be an added advantage
- At least four years of recent work experience in a professional environment. A working experience in a IFI/donor supported project would be an added advantage
- Knowledge of Mongolian accounting and IFRS standards
- Computer literacy, especially with the software of Microsoft Office suite is essential
- Knowledge of English
- Monitoring and Evaluation specialist/responsible for Environmental/Social and H&S/
Functional responsibilities
- Be responsible for the overall environmental and social performance of the project in line with EBRD requirements;
- Prepare and implement site and contract specific ESAPs within the framework of the project overall ESAP;
- Prepare and submit documents for domestic EIA for approvals and subsequently supervise the contractor’s compliance with the EMPs;
- Provide project management support to the PIU as required, including appropriate design and preparation of technical specifications; implementation of the ESAP, environmental and social management and monitoring plan, Stakeholder Engagement Plan (“SEP”) and ensure that all environmental and social reports are submitted on schedule to the Bank;
- Ensure development and approval by supervisory authorities of National Environmental Impact Assessment (DEIA) verify and confirm the conclusions of the Environmental and Social due diligence;
- Prepare and implement site specific stakeholder engagement plans;
- Work closely with the design team to minimize land resettlement impact and prepare and implement land acquisition and resettlement plans (LARP);
- Consolidate the requirements for ESAP and H&S in the design, bidding and contract documents;
- Supervise the contractor’s and supplier’s performance on environmental, social and H&S aspects with support from PIS consultants;
- Monitor the compliance with ES and Health & Safety contractual requirements;
- Inspect work sites and the work of personnel on a regular basis to identify issues or non-conformity, and enforce necessary actions where unsafe acts or processes that seem dangerous or unhealthy are detected;
- Ensure that all Health & Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated;
- Ensure the contractor meets its statutory obligations in all areas pertaining to health, safety and welfare at work, including statutory training and reporting;
- Keep up to date with all aspects of relevant health, safety & welfare at work legislation and communicate relevant changes to the stakeholders.
Qualification requirements
- University degree in environmental engineering or related fields of engineering and economics;
- A minimum of 5 years of relevant work experience
- Practical experience with the international and Mongolian ESIA and H&S procedures and requirements
- Deep knowledge of the national and international Environmental, Health and Safety and Social requirements and good international practices; knowledge of the IFI’s Environmental and Social requirements is a plus
- Work experience in a relevant environmental safeguard and/or public participation and consultation position in a public administration institution, a nongovernment organization or development partners’ safeguards policy is preferred
- Knowledge of English
