CONSULTANCY SERVICES TO PROVIDE MEDIA AND COMMUNICATINS SUPPORT TO CONDUCT LOCAL DEVELOPMENT FUND ELECTRONIC VOTING

OPPORTUNITY: The Asia Foundation’s (TAF) Urban Governance Project (UGP) 2015-2022 generously funded by the Swiss Agency for Development and Cooperation (SDC) and implemented in close collaboration with the Municipality of Ulaanbaatar (MUB), is seeking a media consultant to provide both traditional and social media communications campaign to promote the LDF e-voting application that collects citizen input on LDF allocation.

PURPOSE OF THE ASSIGNMENT: The purpose of this assignment relates to UGP’s Outcome 3 which aims to mainstream the LDF e-voting system and mobile applications to enhance the representativeness of collected citizens’ preferences on allocation of LDF. Compared to the paper-based questionnaire, mobile application enables every citizen above 18 years to provide input on infrastructure investments needed in a given khoroo. To this end, UGP and MUB launched the first ever electronic voting platform for the LDF,  the Smart UB mobile phone application which was first piloted successfully in 2018 and has since been used to organize citywide LDF e-voting for all 171 khoroos in 2020 and 2021. The Ministry of Finance (MoF) has also developed similar nationwide LDF e-voting system and mobile app as part of the Sustainable Livelihoods Project-3 (SLP-3) based on UGP’s extensive experience. In 2022, MoF and MUB plan to use the new system and mobile app to conduct LDF e-voting throughout the country. Thus, MoF, MUB, and UGP plan to take two main activities:

  1. Integrating the new LDF e-voting system and app with e-Mongolia: E-Mongolia is widely used and Mongolia’s main public service delivery online platform. By integrating the LDF system, e-Mongolia would allow for increased accessibility for citizens and potentially result in higher voting figures.
  2. Invest in wider media outreach: UGP plan to hire a consultant to develop a thorough media and communications campaign plan and carefully execute the implementation in order to promote the LDF e-voting application through combining both traditional and social media communication methods.

The consultant will focus on designing the overall communications strategy, messaging, branding, and developing diverse content and activities that will contribute to the core messages of the campaign in order to reach diverse groups of the Ulaanbaatar population prior, during, and after the LDF e-voting period to be held between April 1 – May 15, 2022.

The consultant for the Media and Communications Campaign must have the following minimum qualifications: 

  1. Minimum of five (5) years of work experience in professional mass communication and outreach campaign via traditional media (e.g. radio and TV), and digital media (e.g. social media channels) production and dissemination of communication products to a variety of audiences, and understanding of channels of dissemination;
  2. Prior experience in various forms of communications production and marketing, such as publications, and campaigning;
  3. Strong organizational and interpersonal skills, ability to meet deadlines and to manage multiple tasks effectively and efficiently, ability to take initiative and be innovative;
  4. The team leader should have at least 5 years of relevant media experience and hold a master’s degree in relevant field. The consulting firm must have a team of experts with experience in traditional media campaigns, various social and web-platforms and design tools;
  5. English and Mongolian language fluency is required; 
  6. Experience of working for or with an international organization and government agencies is an asset.
