Request for Consultant’s Qualification

Selection of three (3) Individual Consultants to Provide Professional Support for the Willingness to Pay Survey

Ref#: MCA-M/ICS/004

  1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of 350 million USD (“MCC Funding”). The Government, acting through Millennium Challenge Account-Mongolia (the “MCA Entity”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Consultants Qualification is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov).
  2. The 350 million USD Compact addresses one of the country’s most binding constraints to economic growth: costly access to water and sanitation. The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related investment activities:
    • A Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant;
    • A Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of fresh water by water-intensive industries, thereby increasing the amount of fresh water available for household consumption; and
    • A Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar’s water supply.
  3. The Government of Mongolia, through Millennium Challenge Account-Mongolia now invites qualified and experienced individual consultants to provide their professional services and supports for the “Willingness To Pay Survey” (WTP) under the Cost Recovery Technical Assistance Activity (Sustainability sub activity-1). The services by the Individual Consultants will be procured for the following three (3) positions. These positions are:
    • Survey Coordinator;
    • Data Management Officer; and
    • Assistant researcher.
  4. For each position, only one consultant will be selected under the Individual Consultant Selection (ICS) method in accordance with the procedures set out in the MCC Program Procurement Guidelines that are provided on the MCC website (https://www.mcc.gov/resources/doc/programprocurement-guidelines). 
  5. For each position, the consultant is expected to have the following qualifications and experience:
  • Survey Coordinator – One (1) Consultant
    • Advanced degree in statistics, economics, business administration, and/or other relevant fields.
    • At least 5 years of experience including design and implementation of household surveys and economic data analysis and supervision of the survey team.
    • Demonstrated capacity and professional experience in survey design and implementation including sampling strategy, estimating sample size, data analysis plan, survey data weighting, training enumerators, oversight of survey implementation and advanced econometrical analysis for large raw datasets from household surveys.
    • Advanced knowledge in written and spoken English and Mongolian.
    • Proficiency in Microsoft Office and other relevant professional applications and software
    • Able to work under pressure, plan personal workload effectively, and delegate work to subordinates.
    • Strong collaboration skill working with people with different cultural and social backgrounds.
    • Able to work effectively with national and local stakeholders and agencies.
  • Data Management Officer - One (1) Consultant
    • University degree in statistics, economics, sociology, or public policy, business administration and other relevant fields.
    • At least 3 years of experience participating in field coordination of surveys, including organizing all necessary logistics, coordinating supervisors and enumerators in the field, and monitoring the quality of data collection processes in the field.
    • Demonstrated experience conducting qualitative data collection using a variety of methods and participatory approaches.
    • Demonstrated proficiency in oral and written English and Mongolian.
    • Experience in conducting data analysis in the WASH sector and socio-economic data collection.
    • Advanced knowledge and experience in Microsoft Office and relevant professional applications and software (STATA, SPSS or others).
    • Able to work under pressure, plan personal workload effectively 
    • Strong coloration skill working with people with different cultural and social backgrounds.
    • Able to work effectively with national and local stakeholders and agencies
  • Assistant Researcher - One (1) Consultant
    • University degree in statistics, economics, sociology, public policy, business administration, and other relevant fields.
    • At least 3 years of professional experience.
    • Demonstrated experience in administrative and logistical support and coordination for the project management preferably survey research works and qualitative data collection using a variety of methods and participatory approaches
    • Working knowledge in English
    • Experience with analysis and reporting of survey and interview data is preferred.
    • Experience with socio-economic data collection and analysis in the WASH sector is strongly preferred.
    • Demonstrated strengths in report writing and presentation of quantitative data in graphic form
    • Able to work under pressure, plan personal workload effectively. 
    • Strong collaboration skill working with people with different cultural and social backgrounds.
    • Able to work effectively with national and local stakeholders and agencies.

  1. To register and request the complete RCQ, interested consultants should send an e-mail with the subject line “Request of Complete RCQ for the Individual Consultant Selection - [name of the position]”to the Procurement Agent to PA-Mongolia@charleskendall.com with copy to procurement@mca-mongolia.gov.mn. Interested consultants should provide their full contact information in the email message. This will also ensure that interested consultants receive updates regarding this RCQ.
  2. Any clarifications needed shall be submitted in written to Procurement Agent to PA-Mongolia@charleskendall.com, cc to procurement@mca-mongolia.gov.mn not later than November 25, 2019 by 11:00am Ulaanbaatar Time. MCA-Mongolia will consolidate all submitted requests for clarifications and will issue a Q&A document not later than November 28, 2019 by 11:00 am Ulaanbaatar Time.
  3. Qualification documents must indicate name of the position and be uploaded to the submission link https://www.dropbox.com/request/3eQAFyjNrlj4Wtq0yJ7n no later than December 2, 2019, at 1:00 pm local time in Ulaanbaatar, Mongolia. Only electronic submission will be permitted (hard copies will not be accepted). Late proposals will be rejected.
