VACANCY NOTICE

“ULAANBAATAR URBAN SERVICES AND GER AREAS DEVELOPMENT INVESTMENT PROGRAM PROJECT” is seeking a professional for the position of Resettlement Specialist. The selected candidate will directly report to the PMO Project Coordinator and will work in close contact with the PMO Consulting teams.

Contract: Full-time for one year with possible extension based on performance starting from August 2020.

• The objectives of the assignment are managing and being accountable for all aspects of contract administration and contract management, with below mentioned Functions and Tasks (but are not limited to):
• Assess the capacity of the M U B/PMO staff to implement resettlement actions in accordance with ADB Safeguard Policies and local requirements, and recommend actions necessary to support the implementation of the in advance of the other portions of the Ulaanbaatar. Urban Services and Ger Area Development Investment Program.
• Work with the engineering and consultants to identify potential resettlement impacts of the route selection for the projects.
• Work with the MUB, khoroos and kheseg leaders on resettlement issues and related data collection
• Provide support for the preparation of the grievance redress mechanism program; prepare forms and provide inputs to the PMUs environmental and safeguard expert to initiate grievance surveys
• During the Preliminary Phase, assist the MUB/PMO with identification of staff requirements, reporting and documentation requirements, and make recommendations to ADB as to how to best insure that requirements are met in advance of the mobilization of the implementation consultancy for the USGAIP program, including identification of local consultants who can begin work during the final design of the projects.
• Insuring that Land Acquisition and Resettlement Plans for sub centers.
• Carry out, with the support of the Environmental safeguards Specialist and PMO engineering, all necessary preparatory work for the preparation of the LARP, including establishment and operation of the Land Acquisition and Resettlement Plan Implementation Committee, Grievance Redress Mechanism, site inspections of the field, consideration of the avoidance and minimization of land acquisition and resettlement impacts, organization of census and socioeconomic survey of the affected entities, organization of the valuation of affected properties, consultation with the affected entities, and training of the MUB staff on ADB SPS on involuntary resettlement etc.
• Provide to monitor the implementation of the LARP.
• Any other duties as assigned by Project Coordinator.

Essential requirements:

• The Resettlement Expert should have a university degree in a Land Surveying Engineer and a minimum of 5 years of experience with the implementation of involuntary resettlement safeguard policies for international projects, preferably in Mongolia.
• High level of English and Mongolian proficiency (to be proven with relevant certificates (diplomas) and/or during the interview).

1. Curriculum vitae in English (using ADB format for individual consultants) and Mongolian, with recent photo taken within last 6 months;
2. Copies of diplomas and relevant certificates;
3. Copy of national citizenship ID;
4. Copies of the Labor and Social Insurance books (first page and subsequent pages indicating the employment mobility);
5. Reference or recommendation letters from current and/or previous employer; and
6. Cover letter in English.
