OPPORTUNITY: The Asia Foundation’s (TAF) Urban Governance Project (UGP) 2015-2022 generously funded by the Swiss Agency for Development and Cooperation (SDC) and being implemented in close collaboration with the Municipality of Ulaanbaatar (MUB), is seeking a consultant to manage contracting and payrolls of City Archive Agency Digitization consultants.
PURPOSE OF THE ASSIGNMENT: The purpose of this assignment relates to Government Action Plan 2020-2024 provision 4.3.8 “Archival documents shall be placed in safe storage and protection of archival documents, which are national memory, shall be improved, and archival documents shall be put into economic circulation" as well as UGP’s Outcome 2: Service delivery is improved through decentralized service points and digitization. TAF-UGP would like to hire a professional organization to hire and manage the 10 digitization consultants of City Archive Agency (CAA).
The contractor will work closely with TAF-UGP and CAA in contracting and managing the existing 10 UGP supported consultants to CAA. The responsibilities include, but not limited to, actually signing a contract with them, hiring replacement when needed, processing their salaries accordingly as well as conducting capacity building training in consultation with CAA and TAF-UGP.
The contractor is required to exercise fairness and confidentiality through the entire management process, with approval from TAF-UGP. It is envisaged that the day-to-day management of these consultants will rest with City Archive Agency officials.
