VACANCY ANNOUNCEMENT

“ULAANBAATAR URBAN SERVICES AND GER AREAS DEVELOPMENT INVESTMENT PROGRAM” Project is seeking a professional for the position of Project Engineer. The selected candidate will directly report to the PMO Project Coordinator.

Contract: Full-time for one year with possible extension based on performance starting from June 2020.

Duties and responsibilities: The Project Engineer will have the following duties (but are not limited to):

  1. Leading management of review and approval of all designs/drawings, specifications, cost estimates and bills of quantities of works, supervision manuals deliverables submitted by detailed design consultant;
  2. Supervise and coordinate road safety engineering consultants and detailed design consultants to ensure the recommendations on road designs to improve safety to 3 Star or better (iRAP Star Rating) in the project corridor are incorporated in final designs and implemented;
  3. Ensure correctness and completeness of surveys, design criteria, calculations and reports;
  4. Ensure all the requirements set forth in “MOU of MON-52374: Proposed JFPR Grant for Improving Transport Services in Ger Areas” should be achieved;
  5. Conduct site visits before the commencement of design and Civil works construction to ensure proper on site preparation;
  6. Supervise and coordinate resource person for Crime Prevention Through Environmental Design (CPTED) and Accessibility principles, ensuring they conduct training on these principles for the detailed design engineers and government officials, and that they review the designs to ensure the principles are incorporated in the final design;
  7. Responsible to receive/ review/ evaluate/ recommend approval of documents pertaining to the engineering and technical studies conducted as mentioned in this Terms of References within five (7) calendar days from receipt thereof.
  8. Assist in procurement formulation, packaging in procurement activities and responsible for preparation of material take-off and bill of quantities and specifications of Goods and Civil Works procurement packages, including final draft Section-4 “Bill of Quantities” and Section-6 “Employer’s Requirements” of ADB standard bidding documents;
  9. Based on the work plan submitted by the civil works contractors and according to the drawings and specifications; and at completion stage, confirm that the works have been carried out according to the building code, designs, drawings, specifications and other relevant regulations;
  10. Assist the GADIP Project Steering Committee in monitoring the progress of the project through the preparation and submission of quarterly or whenever needed progress reports based on physical and financial accomplishments and project impact;
  11. Carry out effective monitoring to ensure that all sub-projects are in compliance with effective domestic laws and regulations;
  12. Provide timely technical assistance during the project implementation and provide solutions when there are technical queries and issues raised during construction;
  13. Sole responsible for quality assurance drawings, specification and calculations produced by consultants, goods supplied by the supplier and works constructed by the Contractors; Prepare works progress evaluation and monitoring reports;
  14. Responsible for managing the civil works contractors and handling delays and non-compliance with the designs, drawings, specifications, budgets, and work program;

Essential requirements:

  • Minimum of master’s or above degree in civil engineering, transport and traffic engineering, or other relevant disciplines;
  • Minimum 8 years of working experience in relevant fields including design, construction supervision and project management in road and infrastructure projects, of which minimum of 5 years’ experience is in similar projects;
  • Experience in consultation with relevant government/ municipal agencies to solutions, including issues related to the planning, legal and regulatory framework, in meeting urban development challenges on municipal levels;
  • Familiar with multi-sector projects, practical knowledge and experience in integration of financial, social, and institutional and safeguard requirements;
  • Literacy in CAD technology, project scheduling in MS project and budget development;
  • Preferable experience in Mongolia or Central Asia and with ADB/donor-funded projects.
  • High level of English and Mongolian proficiency (to be proven with relevant certificates (diplomas) and/or during the interview).

  1. Curriculum vitae in English (using ADB format for individual consultants) and Mongolian, with recent photo taken within last 6 months;
  2. Copies of diplomas and relevant certificates;
  3. Copy of national citizenship ID;
  4. Copies of the Labor and Social Insurance books (first page and subsequent pages indicating the employment mobility);
  5. Reference or recommendation letters from current and/or previous employer; and
  6. Cover letter in English.
